After the tender for bids on the equipment, consumables and vehicles for the mobile laboratories was published on 25.10.2018, the tender opening was held on January 14th, 2019 in Arusha, Tanzania. In accordance with the EAC Procurement Rules and Procedures, each one bid opening and one tender committee were formed. The tenders were evaluated according to compliance with
(1) the formal, qualification and commercial requirements; and
(2) the technical specifications and bill of quantities including associated (pre)installation, training and maintenance services.
(3) For technically and otherwise acceptable tenders, financial evaluation, consisting of checking price calculations with price adjustment, if necessary, and recommendation of the lowest price tender per lot, including associated services.
The EAC procurement department and the procurement consultant from GOPA Infra performed the financial evaluation. Technical consultants from BNITM facilitated the technical evaluation. The technical evaluation committee consisted of each two experts of the Partner States Burundi, Kenya, Tanzania, Uganda and South Sudan, one expert from Rwanda and one employee from EAC, in total twelve persons.
The evaluation was finalised on January 18th, 2019. The final technical and financial evaluation reports were submitted to the meetings of the Expert Working Group and the Regional Steering Committee, scheduled for end of January 2019.
